New permanent residents and citizens remain free to purchase, and housing analysts say that distinction has quietly become one of the more overlooked forces in the market.
Among the clearest examples is the continued flow of Chinese immigrants settling in Canada as permanent residents, whose combined home purchases are estimated in the billions of dollars annually even as headlines continue to describe a broad-based "foreign buyer" freeze. Because these buyers hold permanent resident status rather than foreign-national status, their transactions are legal, fully counted in resale statistics, and indistinguishable in most data sets from purchases by longtime Canadian residents.
Realtors in Vancouver and Toronto, two cities with large and established Chinese-Canadian communities, say the pattern is not new but has become more visible as overall market activity has slowed. With fewer transactions overall, buyers with strong savings and multi-generational household income, common among some immigrant families pooling resources, have become a larger share of a smaller pie.
The distinction matters for how the housing debate is understood. Where political rhetoric often frames affordability pressure around foreign speculation, economists note that a meaningful share of the capital flowing into Canadian housing today comes from newcomers who have already been approved to live in the country permanently, complicating simple narratives about who is actually buying.
