Prime Minister Mark Carney told reporters in Charlottetown that his government is weighing retaliatory measures if no trade agreement is reached with Washington before a new round of 50 per cent U.S. tariffs takes effect on August 19. Speaking after a meeting with all 13 premiers, Carney said "everything is on the table," though he declined to detail what countermeasures Ottawa might deploy.
The gathering exposed sharp differences among the premiers over strategy. Ontario's Doug Ford pushed for a tougher stance, including using potash and oil exports as leverage, while Alberta's Danielle Smith rejected the idea outright, warning that cutting energy shipments could prompt Washington to retaliate against the Line 5 pipeline that supplies fuel to Ontario and Quebec.
Despite the disagreements, the premiers stressed they remain united under a broader "Team Canada" approach heading into the deadline. Carney called the moment both a genuine opportunity to strike a comprehensive trade deal and a recognizable pressure tactic from the Trump administration, adding that the two countries have shown a new level of engagement in recent negotiations.
