Canada Deepens Cultural and Security Ties With Europe

From a first-ever Eurovision entry to new NATO-linked defense initiatives, Ottawa is forging closer bonds with European partners amid trade tension with Washington.

Canada is steadily expanding its relationship with Europe across culture, defense and trade, a shift that has accelerated since Prime Minister Mark Carney took office in early 2025. CBC/Radio-Canada recently gained full membership in the European Broadcasting Union, clearing the way for the country to make its debut at the Eurovision Song Contest next year in Bulgaria, becoming the first new entrant since Australia joined in 2015.

 

Analysts say the move goes beyond entertainment. Ottawa's government has openly discussed using the contest to project Canadian culture to a European audience while pursuing much broader cooperation with the continent. On defense, Canada has joined the European Union's Security Action for Europe financing program and backed a new multilateral bank focused on defense, security and resilience projects that was unveiled at a recent NATO summit.

 

Economically, Ottawa has pledged to double its non-U.S. exports within the next decade, an effort increasingly centered on Europe following the launch of a new digital trade agreement with the EU earlier this year. Officials on both sides describe the relationship, underpinned by existing trade and security partnerships, as broad, deep and growing, even as Canada continues to navigate tensions with its largest trading partner to the south.
