Canada and Brazil Deepen Ties After Sao Paulo Strategic Dialogue
Foreign ministers signed new customs and health cooperation agreements as the two countries advance talks on a Canada-Mercosur trade deal.

Canada and Brazil held the fifth round of their Strategic Partnership Dialogue in Sao Paulo, co-chaired by the two countries' foreign ministers, covering cooperation on trade, mining, energy, defense, customs and organized crime. Officials said trade and investment between the two countries grew in 2025, and both sides reaffirmed their commitment to advancing negotiations on the Canada-Mercosur free trade agreement.
During the meeting, Brazil and Canada signed a bilateral agreement on mutual administrative assistance in customs matters, aimed at helping authorities exchange information and tackle cross-border customs offenses. The two countries also highlighted a recent memorandum of understanding on health sector cooperation and announced that Canada's development finance institution had completed two infrastructure investments in Brazil worth roughly 125 million Canadian dollars.
The dialogue also touched on climate and security cooperation, including a plan to implement a memorandum on wildfire response and continued work on the Canada-Brazil Defence Cooperation Agreement. Officials said the two countries, which established diplomatic relations 85 years ago, also agreed to cooperate on combating disinformation and the destabilizing effects of transnational organized crime, including human trafficking and money laundering.
